Todd Barth has served since 1995 as the President of Bowers Properties, Inc., a Houston, Texas based private company investing in upstream and midstream energy assets and real estate.  In addition to his service on the boards of several private for profit and not-for-profit corporations, Mr. Barth serves on the Board and the Executive Committee of the Texas Business Hall of Fame, where he is a past Chairman and past President.  From 2014 to 2016, Mr. Barth served as a Commissioner of the Personal Savings Initiative at the Bipartisan Policy Center, a Washington, DC based think-tank.  The Commission examined whether savings rates and available savings vehicles were meeting the retirement goals of Americans and released bipartisan legislative recommendations in 2016 designed to increase national savings and improve income security in retirement.  From 2009 to 2016, Mr. Barth served as a Trustee of the Teacher Retirement System of Texas, which during Mr. Barth’s tenure was a $130 billion trust with over 1,200,000 members.  While at TRS, Mr. Barth was Chairman of the Board’s Investment Management Committee (2011 – 2015) and Chairman of the Board’s Policy Committee (2009 – 2012), in addition to serving the Board’s Risk (2012 – 2016) and Audit Committees (2009 – 2012).  From 2004 to 2009, Mr. Barth was a member of the School Land Board of Texas, which manages the acquisition, disposition and leasing of state-owned land in Texas held for the benefit of the Texas Permanent School Fund.  Additionally, Mr. Barth is a past member of the Permanent School Fund Investment Advisory Committee for the Private Equity Real Estate, Energy and Infrastructure Portfolio. Barth holds a BA from the University of Rochester, an MBA from (Vanderbilt’s) Owen Graduate School of Management, and a JD from Vanderbilt University School of Law.
